What is a Dedicated Private Drive or DPD? A DPD is a new method in Carroll County that allows property owners with limited road frontage to develop and sell parcels that otherwise would not meet the road frontage standards to be sold. The DPD may allow development of up to 5 parcels that would otherwise not be permitted by Regional Planning Regulations.
